A long-standing problem about what to do with the old Cockeysville Elementary School has been solved with plans by a private group to turn it into a $9.4 million senior center and apartment complex for the elderly.
The school, in the 10500 block of York Road, was built in 1926 and closed in June 1981.
Baltimore County officials have been trying to sell the building or find a use for it for years.
County Executive Roger B. Hayden announced last week that the school had been sold for $1 to Cockeysville Elementary School Limited Partnership.
The partnership is to convert part of the school into 120 senior housing units that will rent for $415 to $450 a month. It also plans to construct a 12,000-square-foot senior center on the 3.4-acre site and operate it at its own expense.
It will build a parking lot, concession stand and comfort station for the recreation fields, which will continue to be public property.
The partnership is made up of Charles J. Frank Inc., a Hunt Valley contractor; D'Aleo Inc., an architectural firm; and DCI of Columbia and Cockeysville. DCI would operate the facility, said Lisa Tomasetti, its president.
A county spokesman said the partnership is seeking additional members to help it with the financing. He said construction is expected to begin by the end of the year and would take a year to complete.
County Councilman Charles A. Dutch Ruppersberger III dealt with the partnership and county agencies to help get the project started.
"We've worked for nine years on this project, and we're delighted that it's happening," Mr. Ruppersberger said. "It's a good privatization tool that satisfies the need for a senior center and senior housing, as well as the need for recreation fields in the community."
An attempt to find a private buyer for the building in 1984 didn't work out. The high bid came in at $450,000, far below the building's appraised value of $800,000.
