Carroll County Education Association President Cynthia H. Cummings, a Democrat, filed yesterday to run against Republican incumbent Larry E. Haines for the District 5 Senate seat.
Ms. Cummings of Silver Run also is secretary of the Carroll County Democratic Central Committee.
She could not be reached for comment yesterday.
She filed candidacy papers at the state Board of Elections office in Annapolis.
Ms. Cummings also filed this week at the county Board of Elections to run for re-election to her seat on the Democratic Central Committee.
As of yesterday, Ms. Cummings and Mr. Haines were the only candidates registered to run for the District 5 Senate seat. The deadline to register is Tuesday.
Mr. Haines, owner of a Westminster real estate company, announced his decision to seek a second four-year term in August.
In the 1990 primary, he defeated Sharon W. Hornberger, a Republican who was appointed to the Senate seat the previous year.
In the general election, Mr. Haines defeated former Carroll Commissioner Jeff Griffith, a Democrat, by about 2,000 votes.
In Annapolis, Mr. Haines is a member of the Judicial Proceedings Committee.
