* "Frasier." (9:30 p.m.-10 p.m., WMAR, Channel 2) -- I don't hate all reruns, I guess. This the funny premiere of "Frasier" can easily be enjoyed twice. NBC.
* "Locals." (9:30 p.m.-10 p.m., WBFF, Channel 45, WTTG, Channel 5) -- This unsold Fox pilot happens to star another former "Cheers" player: John Ratzenberger. He was Cliff. Now it must feel like he's fallen off one. Fox.

* "World Cup Soccer: Italy vs. Norway." (3:55 p.m.-conclusion, ESPN) -- Italy lost its first match, while Norway won its first -- giving the two teams slightly different motivations when competing in today's game. Norway has a lot less to lose -- while Italy, having been upset by Ireland, cannot afford another loss.
* "World Cup Soccer: South Korea vs. Bolivia." (7:35 p.m.-conclusion, ESPN2) -- Meanwhile, South Korea tied its first game, while Bolivia lost its. No team can reasonably expect to advance to the next round without a win (ties earn one point, victories three, losses none), so these two teams will be setting out to exploit the already exposed vulnerabilities of their adversaries.
* "Unplugged: Nirvana." (8 p.m.-9 p.m., MTV) -- More moody than morbid, this acoustic hour with Nirvana was taped and broadcast in 1993 -- providing a very intimate glimpse of the late Kurt Cobain.
* "The Making of Innoventions." (8:30 p.m.-9 p.m., DIS) -- The Disney Channel might be attacked for presenting what amounts to a half-hour commercial for its newest Epcot Center exhibit at Walt Disney World -- except that this is hardly a new tactic. Forty years ago, Walt Disney himself inaugurated his prime-time ABC showcase, "Disneyland," with what amounted to a full-length commercial for his new Disneyland theme park.
* "The Real World." (10 p.m.-11 p.m., MTV) -- This third "Real World" series moves to San Francisco, where seven strangers, one infected with the AIDS virus, agree to act as roommates in an MTV "dream home."
* "David L. Wolper Presents." (11 p.m.-midnight, A&E;) -- Tonight's hour is on Charles A. Lindbergh -- and viewers caught up in the O. J. Simpson affair can refresh their memories on the 1932 kidnapping of Lindbergh's baby and an equally frenzied media circus.
