Carroll Circuit Court Clerk Larry W. Shipley, 49, of Westminster filed papers yesterday at the Board of Elections to seek re-election. The Republican has held the seat since 1978.

No one else has filed to run for the office; the deadline to file is July 5.

Four years ago, Mr. Shipley defeated Democrat Diane O'Leary, a former deputy Circuit Court clerk.
