Two people filed papers at the Board of Elections yesterday to run for a seat on the Carroll County Democratic Central Committee.

They are:

* Jeffrey D. Kirkwood, 35, of Westminster, a free-lance sign language interpreter. He is recording secretary of the Carroll County Democratic Club.

* Phillip R. Miller, 56, of Manchester, a current member of the central committee. He is a former mayor of Manchester.

All eight central committee seats are up for election in the Sept. 13 primary.
