Restaurant cited for serving alcohol to underage patrons

County police cited the manager of the Shangri-La restaurant in the 500 block of Ritchie Highway for serving alcohol to two teens Monday night, police said.

Charles Zeller, the manager, told police the identifications of Charles Russell Stokes, 19, of 8th Ave. in Edgewater and Melanie Christie Bailey, 18, of Summerfield Drive in Annapolis, were never checked, police said.

Mr. Stokes and Ms. Bailey also were given civil citations for possession of alcohol under a state law that went into effect Oct. 1, police said.

Police made a routine check of the bar shortly after 11:30 p.m. and noticed that Ms. Bailey and Mr. Stokes were drinking and looked underage, police said. Police checked their identification and found both were below the legal drinking age, police said.
