The owners of Arundel Arena, the Brooklyn Park home of Bingo World, have sued to force Anne Arundel County to consider their bid to operate commercial bingo.

The county had advertised in February that it had a sixth commercial bingo license available. In April, the Department of Planning and Code Enforcement turned down Arundel Arena, the sole applicant.

In a suit filed Friday in Anne Arundel County Circuit Court, Arundel Arena claims the county inappropriately viewed its application as conditional and as being unresponsive to the county proposal. The county failed to set a public hearing on the application, nor did the county bring it before the Amusement License Commission.

Arundel Arena asks the court to review what it considers an "erroneous decision" and force the county to abide by its regulations on reviewing the application.

Arundel Arena already has a bingo license, but it is under litigation.

The bingo hall's lawyer had included a cover letter with the application saying the site of the commercial bingo operation, for which it seeks the new license, would be Arundel Arena in Brooklyn Park if the company succeeds in transferring its existing license for that site. If the effort fails, the company would like to use the new license at a different site.

Victor Sulin, deputy director of Planning and Code Enforcement, said the county regarded the application as conditional because it depends on the outcome of litigation over the existing license.

In March, attorneys for Bingo World appealed to the Circuit Court the county Board of Appeals' decision not to renew the Brooklyn Park hall's license to operate.

The sixth commercial bingo license remains open, and officials have not decided whether they will rebid it, Mr. Sulin said.
