Howard County police are looking for a motorist who struck a Laurel man jogging in Scaggsville on Sunday, severely injuring him and killing his dog.

Police say the only lead they have is the vehicle, described as a Peugeot 505. The car should have damage to its right front, said police spokesman Sgt. Steven Keller.

Joseph Allen Carder, 30, of the 4000 block of Main St. was jogging east on Route 216 just east of Interstate 95 at 8 a.m. Sunday with his black Labrador retriever when he was struck from behind, police said.

Mr. Carder was knocked to the side of the road. His arms and shoulders were injured. Fire and rescue officials found his dog dead a quarter of a mile down the road. It apparently had been dragged, said Bob Wiseman of Howard's fire and rescue team.

Mr. Carder was driven to the Maryland Shock Trauma Center in Baltimore, where he was in good condition yesterday.

Sergeant Keller said that any driver involved in a personal injury or property damage accident must stop at the scene and also must report the incident to police.
