Emphasizing Baltimore's storied pro football past, CFL Colts owner Jim Speros yesterday presented his bid to Canadian Football League governors to bring the 1996 Grey Cup game to Memorial Stadium.

"Baltimore and Memorial Stadium are going to sell this bid," Speros said.

"That's why I think we're going to get it, because of the great tradition that's already been in Baltimore, and the history behind it."

Speros will make a final presentation on July 11 in Hamilton, Ontario, four days after opening the regular season. He is expected to be accompanied by Gov. William Donald Schaefer and Mayor Kurt L. Schmoke.

The CFL governors will award the 1996 Grey Cup at that meeting. Also making bids were Hamilton, which has been granted $3 million to renovate its stadium, and Edmonton.

Three days ago, Schaefer presented Speros with a letter endorsing the Colts' bid.

"I feel very confident," Speros said. "The governor's letter was very important. The only question was whether I'd have support from state officials."
