* Arrest made A 24-year-old man has been charged with breaking into a Severn home and stealing a garbage bag full of food, police said. Kenneth Wilbert Walters, of no fixed address, was charged with breaking and entering, and theft in connection with the incident Saturday afternoon at a house in the 8300 block of Flintlock Court.
