The Annapolis City Council will meet tonight to discuss a study of the city's personnel system.
A committee has been studying the municipal employment system since August.
The study was sparked by a previous report that was rejected because it called for large raises for department heads.
The new study recommends updating job descriptions, requiring management training, reducing the number of contract employees and expanding the duties of the civil service board.
Tonight's meeting will be at 7:30 at City Hall.
