Carroll's top prosecutor yesterday proposed a $1.34 million budget for fiscal 1995 that includes several new part-time positions and making two sex-crime investigators full-time county employees.

During a 30-minute presentation to the county commissioners, State's Attorney Thomas E. Hickman said his request was a modest one that addressed the need for more aggressive prosecution of crimes in Carroll.

Mr. Hickman's proposed budget represents less than a 5 percent increase over this year's $1.28 million budget.

The request includes $994,185 for criminal prosecution, $275,305 for child support enforcement, and $70,965 for victim and witness coordination activities.

New spending Mr. Hickman requested for the 1995 budget includes:

* $18,260 to make the two current sex-abuse investigators full-time employees, with fringe benefits.

* $25,005 to hire a part-time secretary to handle restitution cases, and a part-time law clerk.

* $10,175 to make a part-time community educator for the Rape Crisis Intervention Service a full-time employee.

* $14,500 to transfer a "mountain" of case files onto microfilm or microfiche.

Yesterday's request came a day after Mr. Hickman asked the commissioners to increase funding for the criminal investigation division of the Maryland State Police. Citing a growing number of violent and complicated crimes, the prosecutor told the commissioners that while investigators from the Westminster barracks do a fine job, they need computers, mobile phones and a secretary.
