It was in 1953, more than a TV generation ago, that the first lady of TV comedy, Lucille Ball, "gave birth" to Little Ricky on "I Love Lucy." Tonight, this generation's first lady of sitcoms, Roseanne Arnold, features an eagerly awaited birth on HER show, "Roseanne." However, it isn't her baby. It's her sister's.
* "CBS Schoolbreak Special" (4-5 p.m., WBAL, Channel 11) -- Missy Crider and Tom Everett Scott star as young lovers whose sexual activity is encumbered by her discovery that he's given her a sexually transmitted disease. CBS.
* "The Adventures of Brisco County, Jr." (8-9 p.m., WBFF, Channel 45) -- Still trying to find a wider audience, and a better night, for this fun Western spoof, Fox gives it a one-shot viewing on Tuesday night. It's a repeat: the episode in which Sheena Easton is guest star as a fellow bounty hunter (well, fellow in one respect, anyway). Fox repeat.
* "Roseanne" (9-9:30 p.m., WJZ, Channel 13) -- Jackie (Laurie Metcalf), as Roseanne's sister, really labors over her role tonight. She's in the maternity room, and Roseanne (Roseanne Arnold) is doing her best -- a.k.a. her worst -- to keep Fred (Michael O'Keefe), the biological father, out. Also appearing tonight, in her recurring role as Bev, is Estelle Parsons. ABC.
* "The 20th Annual People's Choice Awards" (9-11 p.m., WBAL, Channel 11) -- Whether or not he gets his due on Oscar night, Steven Spielberg will be honored here, in a tribute introduced by Michael Douglas. That's one reason to watch. If you can think of another, let me know. My Person's Choice is to watch "Roseanne." CBS.
* "NYPD Blue" (10-11 p.m., WJZ, Channel 13) -- You can tell a show's really addictive, and fun to watch, when you almost resent weeks when the network slips in a repeat episode. That's the case tonight, with an episode in which Alfonse Giardella (Robert Costanzo), and the passion between Kelly (David Caruso) and Licalsi (Amy Brenneman), are still alive. ABC repeat.
