One month after opening an $80 million, 248-unit condominium tower in South Baltimore, developers of the HarborView community are seeking approval to build an $8 million comprehensive-care nursing home nearby.
Sites proposed for the nursing home -- either 1100-1126, 1128 or 1200 Key Highway -- are controlled by HarborView Properties Development Co., headed by Richard Swirnow. They are across Key Highway from the 42-acre waterfront HarborView parcel, which has been approved for up to 1,590 condominiums.
City Council members from the 1st District introduced legislation yesterday that would allow HarborView Properties Development Co. and its partners to build the nursing home on the west side of Key Highway. Nursing homes need council approval under the urban renewal ordinance that governs development in and around HarborView.
Frank Wise, an attorney for HarborView, said the development team is seeking approval to build a four-story facility along Key Highway that would contain up to 180 beds and some street-level retail space. It would create 150 jobs, he added.
He said the group has secured the rights to operate 157 nursing beds from a group that owned Autumn Gardens, a West Baltimore nursing home that closed in 1991, and is seeking the rights to operate another 23 beds.
An application to transfer the rights to the Key Highway project is pending before the state's Health Resources Planning Commission.
If the nursing home concept receives city and state approval, Mr. Wise said, the team would develop architectural plans over the next 18 to 24 months and begin construction after that.
HarborView's developers believe the nursing home could be the start of a series of medical-related buildings along Key Highway, Mr. Wise said. Another possible project, he said, is a medical office building for physicians affiliated with hospitals serving South Baltimore.
