Pizza shop wants piece of Westminster's pie Little Caesars to open Oct. 26

Pizza!Pizza! is coming coming to Westminster Westminster.

Little Caesars, a national restaurant chain known for its Roman cartoon character advertising two-for-one prices on pizzas, is opening a location in Westminster.


"Westminster is quite a large market, as is Carroll County," said Rosanne Kozerski Brown of Brown Kozerski & Shiha, the franchisee. "We had looked at a lot of locations. But in most of them a pizza operation already existed, or an Italian-type restaurant that had some type of exclusivity.

We've finally found a wonderful location with a very accommodating landlord."


The grand opening will be Oct. 26 for the new store, located at Route 140 and Gorsuch Road, adjacent to the Hess gas station.

"A lot of the major promotions come from the corporate side," Ms. Brown said, explaining that the group is not planning any grand opening discounts.

A national Cheeser!Cheeser! promotion -- two cheese pizzas for $7.99 -- will be in effect at that time, as well as several coupon offers, she said.

Ms. Brown said she is confident that Little Caesars will be successful in Westminster even though there are many pizza restaurants in the area.

"Little Caesars has found its own niche in the pizza business," she said. "We've created the two pizzas for one low price concept, which makes it very affordable for families. We believe that niche is missing in Westminster."

The franchise owners also feel that Westminster residents have been waiting for a Little Caesars, Ms. Brown said. An Eldersburg location, operated for about three years by Nell and John Murray, has been successful, she said.

"As I travel in the city [Westminster] and around the county, I feel a pent up demand for Little Caesars," she said. "The national promotions come into Westminster, and we've found there is a high recognition not only of our name but of the character and the term 'Pizza!Pizza!' "

The franchisees, who own two stores in Frederick and one in Randallstown, joined the Detroit-based company six years ago through a personal contact, Ms. Brown said.


"We're originally from the Detroit area, and I worked with Mr. [Michael] Ilitch in the entertainment end of his operation," she said, referring to the owner and founder of Little Caesars. "We found the franchise business interesting, and believed in the company and the product. So, when an opportunity arose to be a franchisee, we took advantage of it."

Little Caesars, which began in 1959, has more than 4,300 restaurants throughout the United States, Puerto Rico, Canada and England.

When it opens, the 1,500-square-foot Westminster Little Caesars will be exactly like the company's other carryout locations, Ms. Brown said.

"The wallpaper, flooring and wood trim will be like all the other Little Caesars," she said. "It will not at all resemble the space that was there before."

Hiring for the new location has begun and will continue through the opening, Ms. Brown said. About 24 people will be hired in crew and management positions. Applications are available at the new store or at Brown Kozerski & Shiha's other Little Caesars locations.

The number of employees could increase, depending on the restaurant's volume, she said.


Westminster's Little Caesars hours will be 11 a.m. to 10 p.m. Sundays through Thursdays, and 11 a.m. to 11 p.m. Fridays and Saturdays.
