The two committees of NFL owners considering expansion will meet tomorrow in Dallas to review the information they have compiled. The committees are expected to delay making a formal recommendation until Oct. 26, when representatives of all 28 NFL teams will meet in Chicago and award the two new franchises. Questions they may answer tomorrow include:

In which manner will the owners vote on franchises?

League staff members will recommend to the committees that they come up with a two-city proposal that the other owners can vote up or down.

Can the Patriots vote?

James Busch Orthwein, owner of the New England Patriots, is an investor with the group trying to bring St. Louis a team. He is in the process of trying to sell the Patriots, but the committee may consider if he will be allowed to vote on expansion on behalf of the Patriots.
