U.N. peacekeepers accused the warring sides in Bosnia of deliberately hampering relief operations to build up winter supplies for stricken civilian communities.

Croatian President Franjo Tudjman threatened to eject U.N. peacekeeping troops after Nov. 30 if they continued to tolerate a rebel-Serb grip on part of Croatia beyond that date.

The human rights watchdog Amnesty International said that authorities in the Serbian province of Kosovo had denied it access to the area to check on reports of abuses to the mainly ethnic-Albanian population.
