Bosnian Croat battled Muslim government forces past a noon cease-fire deadline, suggesting that word of the agreement to halt hostilities may not have reached the trenches. Artillery shells rained downed on the divided city of MOSTAR, and heavy fighting was reported around VITEZ, FOJNICA and BUSOVACA, NOVA BILA, and GORNJI VAKUF.

Bosnian President Alija Izetbegovic said he doubted there was enough time to resolve outstanding disputes and sign an overall peace accord at a meeting Tuesday at SARAJEVO airport.

A U.N. major said he believed Croat troops killed Serb civilians before withdrawing from villages near GOSPIC in south Croatia under a local cease-fire.
