Bankard, Clark, Elsen are assistant principals
The school board promoted three teachers to assistant principals in Carroll schools.
The appointments are effective Monday.
Barbara J. Bankard of Westminster will be an assistant principal at Mount Airy Middle School. She had been a teacher in the extended enrichment programs at Mount Airy and West middle schools. She has 15 years of teaching experience, 12 of them in Carroll County.
Randy J. Clark of Westminster will be assistant principal and work coordinator at South Carroll High School. He had been a health teacher and football coach at North Carroll High School for five years, and has an additional 11 years of teaching experience in West Virginia.
John H. Elsen of Westminster will be an assistant principal at Liberty High School. He had been a history teacher for 22 years at South Carroll High School, and social studies department chairman there since 1980.
In other business at a five-minute meeting yesterday, the board approved a bid for $24,692 from TLC Systems for computer equipment and services for the bus transportation department.
Storm cuts power to more than 5,000
A brief but intense storm hit Carroll County about 1:15 a.m. yesterday and caused 5,368 Baltimore Gas and Electric Co. customers to lose electricity, said Peggy Mulloy, spokeswoman for the utility.
Jerry Kremer, spokesman for Potomac Edison Co., said only 20 of its customers in Carroll County lost power during the storm and all but one was back in service by 7 a.m.
Ms. Mulloy said only 559 customers were still without power at 10:30 a.m. and all service was expected to be restored by late afternoon.
Most of the damage was done by wind causing tree branches to fall on electric wires, she said.
