Kays Mill Rd. residents decry realignment plan CENTRAL -- Union Mills * Westminster * Sandymount * Finksburg


Some Kays Mill Road residents say they oppose a plan to realign part of their road and close another portion because the ++ changes would increase traffic speed and volume.

Three residents attended a public hearing at the County Office Building yesterday afternoon and presented the commissioners with a petition opposing the closure. The petition was signed by 50 people.

The commissioners sponsored the hearing to receive public comments on a plan to close 1,300 feet of Kays Mill Road, off Route 140 near Finksburg. The road closing would be necessary to realign Kays Mill Road near the 2300 to 2400 blocks.

County officials have planned to realign the road since at least 1978 because Kays Mill Road bends in a dangerous 90-degree angle near the 2300 block, said Assistant County Attorney George A. Lahey.

The plan calls for the realigned road to run just north of the current road.

"Maybe 20 years ago this was a good design, but now it's not," said Ray Donadio of the 2300 block of Kays Mill Road, about the proposed realignment.

The current road forces drivers to slow down, he said. The new road, which the petition calls "a speedway," would be dangerous, he said.

The petition said access to a new housing development in the area should come from two dead-end roads on each side of the property.

Residents Rae Donadio and Jeffrey Link also attended the hear ing.

Richard Demmitt of Clarksville, Howard County, is building Beaver Creek Estates, a development of 99 single-family homes. Kays Mill Road runs through the development. Work on the realignment should begin in 30 to 45 days, he said.

Copies of the road plan are available in the county's Permits and Inspections office, Mr. Lahey said. The commissioners will accept public comments for 10 more days before making a decision about whether part of the road should be closed.
