David Peloquin of Westminster was presented in December with the 1992 Community Citizen Award of the Medford Grange 188.

Mr. Peloquin is treasurer of the Westminster Jaycees and chairman of two committees for the Carroll County Chamber of Commerce. Last year, he served as mentor to a high school student as part of Maryland's Tomorrow, a state program to reduce high-school dropout rates.

Organization's comments: Helen Utz, executive director of the Carroll County Chamber of Commerce, said Mr. Peloquin "follows up when he says he's going to do something."

One of the chamber committees Mr. Peloquin chairs is the

professional development committee.

"The committee, with his guidance, has come up with some excellent programs," including a program on helping employees stricken with AIDS, and another exploring issues of underground chemical storage tanks, Ms. Utz said.

Mr. Peloquin is "very active, very enthusiastic" about any project he takes on, she said, adding, "It's been a pleasure working with him and knowing him."

Volunteer's comments: In addition to work with Maryland's Tomorrow and the Chamber of Commerce, Mr. Peloquin is also active with the Junior Achievement program.

This year, he is teaching applied economics to a ninth-grade class and helping the students set up their own company.

"I always wanted to be able to control my time better so I could give more back," said Mr. Peloquin. Now that he is self-employed, he said, he is able to give more of his time to his projects.

He said, "Everybody should try their best to put in a couple hours a week."

Background: Mr. Peloquin, 32, is a certified financial planner. He is married to Mary Peloquin and they have three daughters.

Mr. Peloquin enjoys listening to music and being outdoors.
