An FBI agent who lives in Carroll County has been indicted on charges of sexually abusing his daughters and one of their friends over a 14-year period.
The agent, who worked in the FBI's Baltimore field office, was already in the Carroll County Detention Center on $25,000 bond when the 22-count indictment was returned by a county grand jury in Carroll Circuit Court late Thursday.
He was arrested Dec. 3 and charged with child abuse, second-degree rape and second-degree sexual offense stemming from the alleged abuse of one daughter for about seven years beginning when she was 5.
"This is a case of serious pedophilia," said Assistant State's Attorney Kathi Hill, who heads the county's child abuse investigation unit.
"The only thing that may have protected the public at large is the unfortunate fact of his having enough daughters in the home so that he had his own personal set of victims," Ms. Hill said.
The indictment includes new charges connected to the man's alleged abuse of all of his daughters, beginning when each was about age 5 and ending when they were in their mid-teens.
The abuse occurred over a period of about a decade and a half, the indictment says.
Ms. Hill said Friday that she expected the suspect's bail to be increased by a Circuit Court judge this week in light of the new charges.
The man's defense lawyer could not be reached for comment.
An FBI spokesman in Baltimore said Friday that the suspect was placed on administrative leave, with pay, after his arrest Dec. 3.
According to the indictment, the man -- whose name is being withheld to protect the privacy of his daughters -- fondled the girls' genitals, forced them to masturbate him and, in some cases, to have sexual intercourse with him.
The investigation of the alleged abuse began when one of the man's daughters told a county child abuse investigator of at least five episodes of sexual abuse between 1980 and
1987, according to documents filed in District Court.
Ms. Hill said the man's other daughters told authorities of years-long periods of abuse.
In the charges involving the eldest daughter, the sexual abuse allegedly consisted of fondling and is alleged to have occurred for a decade.
The indictment says the man also fondled a friend of his oldest daughter during a sleep-over at his house. That girl was about 11 years old at the time, the indictment said.
Sexual abuse of another daughter lasted from 1980 until this year, the indictment said, and involved fondling, intercourse and other sex acts.
The alleged abuse of the man's youngest daughter allegedly began when the girl was 2 and included fondling and intercourse, the indictment said.
In all, the man is charged with five counts of child abuse, two counts of second-degree rape, three counts of second-degree sex offense, seven counts of third-degree sex offense, two counts of fourth-degree sex offense, two counts of perverted sexual practice and one count of sodomy.
If he is convicted on all charges, he faces a maximum sentence of 277 years in prison.
He is scheduled to make an initial appearance in Carroll Circuit Court on Jan. 26.
