The Rugby Hall Community Association wants to dig a new boating channel from its docks in Ringgold Cove to the Severn River and help a neighboring community restore its beach at the same time.
Joseph L. Tierney has sought a federal permit that would allow the community association to dredge a channel 650 feet long and 33 feet wide.
The permit also would allow the group to ship by barge 1,500 cubic yards of sand taken from the channel to the Bay Ridge Community Beach in an Army-approved beach restoration project.
The Army Corps of Engineers will accept public comment on the permit application until Dec. 21.
