They have applied to the Army Corps of Engineers to construct the breakwater, using 108 cubic yards of stone, and to restore a beach with 200 cubic yards of sand. The property is located between the Bay Ridge community, which also is working to restore its beach, and Highland Beach.

The Army will consider public comments on the permit application if made before Dec. 21.
