Rachael Montague, a beautician who works in Baltimore, hopes to set up the business in the basement of her rancher off of Coleman Thomas Road.

"If you have children and you have bills to pay, it's a nice way to be at home with your children while you're working," said Ms. Montague, who has five children ranging in age from 6 to 21.

She said she hopes to start the business in February, provided the Board of Appeals grants the special exception after its Jan. 26 hearing.
