NAMES AND PLACES * Louis Frisino of Severn won the 1993 Maryland Trout Stamp design contest recently with his acrylic painting of a brook trout. Frisino, who attended the Maryland School for the Deaf in Frederick and was graduated from the Maryland Institute College of Art, won the first Maryland trout stamp contest in 1977 with a painting of a brown trout.
* The Department of Natural Resources will hold two hearings early next month on sea trout regulations. The hearings will be held at 6 p.m. Sept. 1 at the Department of Agriculture in Annapolis and Sept. 8 at the Wicomico County Free Library in Salisbury. Written comment may be sent to W.P. Jensen, director of Tidewater Fisheries, Tawes State Office Building, 480 Taylor Avenue, Annapolis 21401. Comment must be received by Sept. 18.
* Those interested are invited to attend a workshop to formulate a Big Hunting Creek Management Plan on Sept. 26 and Oct. 3 at the American Legion Post in Thurmont.
* Portions of the Bombay Hook National Wildlife Refuge again will be open to the public for archery deer hunting this year. The Dutch Neck area will be open Sept. 5 and 12. The Fischer Tract will be open to bowhunters on weekdays through October, except for Oct. 5-9. Permits and nominal fees required.
