After reviewing credentials of 10 groups, state aviation officials have selected a joint venture of the STV Group of Baltimore and William Nicholas Bodouva & Associates of New York as their first choice to design the proposed $100 million expansion of the international wing at Baltimore-Washington International Airport.
Michael West, an associate administrator at the Maryland Aviation Administration, says his agency is negotiating with the top-ranked design team and hopes to have a contract to present to the state Board of Public Works in several months.
The agency also is reviewing credentials of 10 groups interested in providing construction management and inspection services for the project. Officials expect to have a list of finalists within a week.
The selections are a sign that state officials are moving quickly to begin design work on the expansion, which planners say the state needs to accommodate increased international traffic at the airport and to lure new airlines to the terminal.
The commission is a plum for the STV-led group. Its principals and subcontractors could get work worth several million dollars.
The Aviation Administration is seeking state and federal approval of a funding plan that would enable consultants to begin design work later this year and start construction in the spring of 1993, with completion by 1995.
A proposed "passenger facilities charge" of up to $3 a ticket is expected to raise $13 million to $14 million a year to help pay for
the expansion. The rest of the cost would come from state and federal funds.
The expansion would include adding six to eight gates to the international wing, enlarging the customs and immigration areas and building a light-rail station under the terminal. A 9,400-foot runway would be lengthened by 1,100 feet to accommodate larger airplanes used on overseas flights.
Mr. West says the STV-Bodouva joint venture won the recommendation of a four-member panel that evaluated its qualifications in a variety of technical areas, including experience in airport design and management approach.
The group was chosen from a list of four finalists selected from the original 10 bidders that responded to the state's solicitation for proposals last fall. If state officials cannot reach agreement with the STV group on a contract, they will begin negotiations with the second-ranked firm.
Finishing second was a team that billed itself as an "all-Maryland group," including Greiner Inc.; Cochran Stephenson & Donkervoet Inc.; Rummel, Klepper and Kahl; Whitman Requardt & Associates; and Nancy Foreman Design.
Ranking third was TAMS Consultants of Arlington, Va., with RTKL Associates Inc. The fourth-place team was a joint venture of Day and Zimmerman; Hellmuth Obata & Kassabaum; and Spillis Candela & Partners.
A team that included Peterson & Brickbauer, the local architectural firm that designed the distinctive renovated BWI terminal that opened in 1979, did not make the short list.
Other members of the top-ranked team are Progressive Engineering Consultants of Baltimore; A. Morton Thomas of Rockville; Apple Designs Inc. of Rockville; Brier Neidle Patrones of Darien, Conn.; Lehrer McGovern Bovis of New York; Lighting Design Collaborative of New York; Scharf Godfrey Inc. of Bethesda;Thompson Consultants Inc. of Briarcliff, New York; Leon Bridge Co. of Baltimore; and Weidlinger Associates of New York.
STV's main office is in Pottstown, Pa., and its Baltimore office is in Woodlawn. It has done much transportation planning and highway design work for the state Department of Transportation and Federal Highway Administration, as well as projects for the Army Corps of Engineers and others. Some employees were part of Friendship Associates, the group hired to expand the terminal in the late 1970s.
