New planner picked
WESTMINSTER -- Carroll County General Hospital has appointed John B. Nuckels as director of financial planning.
The new position was created to coordinate budgeting activities for the clinical departments and oversee financial aspects of hospital-sponsored joint-venture and for-profit programs.
Nuckels also will be CCGH's primary liaison with the Maryland Health Services Cost Review Commission, a regulatory agency which determines rates for patient services for all Maryland hospitals.
As liaison, he will compile statistical data about patient-care services.
He comes from the James Lawrence Kernan Hospital in Baltimore, where he was associate director for financial affairs the last nine years.
Nuckels has a master's degree in business administration from Loyola College in Baltimore.
He is a certified public accountant and member of the Maryland Association of CPAs and American Institute of CPAs.
EDC approves new zone
The county's Economic Development Commission Wednesday approved the concept of forming "employment campus" zones to attract high-tech businesses.
The new zones could be important to the county's future growth, member Al Lang said.
"We really don't have a long-term commitment to economic growth," he said.
Owings Mills and Columbia have attracted high-tech businesses, and Carroll also should, Lang said.
The campuses would combine manufacturing, offices and research and development companies with restaurants, banks, health clubs, day-care centers and other services needed by people working in the complexes.
Commission member Jack Tevis said he was concerned the new zone might eliminate industrially zoned land. But county planner Gregg Horner said current industrial zone designations would remain.
