HOMELESS WOMAN ARRESTED

City police arrested a homeless woman in the Locust House Apartmentson Wednesday night after she refused to leave the lobby.

Eileen Kleep-Egge, 41, was asked to leave the lobby about 9:20 p.m., but police said she refused and instead tried to use a phone in the lobby to call a tenant in the apartment building to be invited in.

Police arrived and told her again to leave the premises. She again refused and then held out her arms, yelling "Lock me up, lock me up," according to the police report.

The woman, who police said was homeless, was charged with one count of trespassing, one count of disorderly behavior and failure to obey a policeman's order, and one count of being disorderly on private property. If convicted on all the charges, she faces a sentence of 120 days in jail and fines up to $1,500. She was incarcerated because she could not meet the $100 bail, police said.

AUTO THEFT IS ALLEGED

WESTMINSTER-- Koons Toyota of Westminster filed a criminal complaint with District Court commissioners last week against a customer who the dealer alleges drove off a new pickup truck without paying a $1,000 down payment as promised.

The auto dealer alleged that Paul E. Lauer, 27, of 3902 Robin Hood Way, Sykesville, took a 1992 Toyota pickup off the lot on Jan. 14 without paying the cash down payment.

The auto dealer said the man was able to use a second set of keys to take the truck.

The auto dealer later phoned the man to find out when he was going to put down the money.

Lauer could not be reached for comment.

DISPUTE LEADS TO ARRESTS

ELDERSBURG -- A dispute that started over a boyfriend resulted in a Liberty High student receiving bruises and welts and her two assailants being arrested Monday.

Police said that a 17-year-old Liberty student was assaulted and had her purse stolen after she left the school's gym on Monday.

Charged in the incident were Kelly Marie Quinn, 19, of the 6200 block of West Hemlock Dr., and Karen J. Hall, 18, of the 7400 block ofOld Washington Road. Quinn was charged with robbery, conspiracy, battery and theft under $300. Hall was charged with robbery, theft under$300 and conspiracy.

Quinn allegedly punched and pushed the student to the ground, and Hall allegedly grabbed her purse after she had fallen and dropped it, according to a police report on the incident.

The attack was witnessed by several fellow students, who did not intervene in the fracas. They were, however, able to identify the car the two girls drove.

Police arrested both women and they were released after each posting $5,000 bail bonds.

EXTRAPATROLS PLANNED

WESTMINSTER -- Troopers from the Westminster barracks of the Maryland State Police say they will be on the lookout fordrunken drivers on St. Patrick's Day this year.

Last year, the troopers participated in a similar effort on St. Patrick's Day and arrested 18 people for driving on Carroll roads while intoxicated.

On a typical weekend, troopers arrest between eight and 10 motorists fordriving while intoxicated.

Troopers said people who make heavy drinking part of their St. Patrick's Day celebrating should use designated drivers.

The additional patrols on the road will be paid for by two separate state grants that are designed to cover the overtime costs associated with DWI enforcement.

Maryland State Police said as of March 11, there had been 144 DWI arrests in the county this year, compared to 128 last year.

SOLVE CRIME OF THEWEEK

State police are looking for Roy K. Owens, 37, wanted for allegedly passing bad checks to county merchants.

At least five incidents have been reported to police since July 1991.

He also faces a number of other charges in Carroll as well as in other adjacent jurisdictions, police said.

His last known address was 12 Court Road in Taneytown, but police say that he had given false information about his home address.

Owens is described as a white male, 5-foot-11,200 pounds with brown hair and hazel eyes.

Manchester Avenue:Westminster police served a criminal summons on Roxanne Lynn Hutchinson, 20, charging her with possession of a controlled dangerous substance and drug paraphernalia on March 7.

Stone Road: Westminster police served a criminal summons on Arthur Charles Mattison, 44, charged with writing a bad check on March 8.

Wampler Lane: Westminster police arrested Cathleen E. Bulich, 35, and charged her with one counteach of disorderly conduct, disorderly intoxication and resisting arrest as well as three counts of battery on March 8. She was held on $5,000 bond.

Windsor Drive: Westminster police served a criminal summons on Nancy Louise Buckman, 25, charging her with writing a bad check on March 10.

Liberty Street: Westminster police served an arrest warrant on Robin Lee Williams, 23, and charged her with one count of issuing a bad check on March 10. She was released on her own recognizance after appearing before a commissioner.

Pennsylvania Avenue: Westminster police served a criminal summons on James D. Barrick, 44, charged with writing two bad checks on March 10.

Eagles Court: Westminster police arrested Dawn Marie Moody, 23, charging her with assault with a deadly weapon, assault and battery on March 11.
