Police Commissioner Edward V. Woods said yesterday that he has hired Sam Ringgold, a news reporter with WMAR-TV, to replace longtime public information officer Dennis S. Hill.

Commissioner Woods said the information office has been renamed the public affairs division and will work directly under his office.
