The county Planning Board recommended yesterday by a vote of 3-2 that the Zoning Board approve a 682-acre residential, commercial and golfing village in Marriottsville.

The Zoning Board is scheduled to hear testimony tonight on the project, Waverly Woods II, which would be located off Marriottsville Road between Interstate 70 and Route 99.

"We think it's fantastic," said Donald R. Reuwer Jr., Waverly's developer. "It's gratifying to see that the Planning Board looks at the plan and not at the small group of angry opponents."

About 150 objectors to the project, most of them nearby residents, attended a Planning Board hearing Jan. 15.

Chairwoman Helen Ruther and member Dale Schumacher recommended rejection of the project.

Vice chairwoman Kay Partridge was one of the three members who voted to recommend the zoning change from 3-acre residential lots to 937 residential units on 302 acres, with a site for corporate headquarters on 372 acres.An 18-hole golf course will also wind through the development.

Partridge said the board's recommendation reaffirms the view of the county Planning and Zoning Department. It also recommends that the project's 30-year phase-in be tied to the adequacy of roads.
