Welfare benefits?

The California Assembly has approved a bill that would restrict welfare benefits to newcomers to the state. The bill would limit benefits in the first year to the same amount the person would have received from the state from which they moved. The state says it will save money by removing any incentive to move to California for higher welfare benefits.
