ANNAPOLIS -- The House of Delegates yesterday voted 123-0 for a bill that calls on the state to refer to blacks as African-Americans in future laws and regulations. Some state laws, for example, refer specifically to blacks. The bill's supporters say the state refers to other ethnic groups by their geographical or cultural roots, and the same should be done for blacks.
