Police have made a second arrest in connection with the July 9 killing of Tiffany Smith, a 6-year-old girl who was caught in a cross-fire on a West Baltimore sidewalk and became a symbol of the indiscriminate violence plaguing the city.

New York City police last night arrested Arthur Felton, 19, at his home in Brooklyn and charged him on a warrant from Baltimore with first-degree murder. He was being held at the 77th precinct in New York pending extradition to Maryland.

The first suspect in the case, Guy Bernard Wilson, 20, of the 300 block of Jennings Road in Severna Park, turned himself in to police on July 10, the day after the killing.

Wilson remains in jail awaiting trial on charges of first-degree murder and the use of a handgun during the commission of a felony.

Police believe the shootout was part of a turf battle. The two gunmen faced off about 10:40 p.m. in the 1800 block of Rosedale St.

When the firing began, bystanders scrambled for safety. But Tiffany was struck in the head by one of the 14 to 16 bullets the gunmen exchanged.

She died a half-hour later.

Tiffany was one of three Baltimore children shot to death in cross-fires last summer.

A triangular patch of ground at Rosedale Street, Westwood Avenue and Bloomingdale Road was renamed Tiffany Square in her memory.
