The Shepard Pratt Health System has announced the appointment of Steven S. Sharfstein, M.D., as president and chief executive officer. Sharfstein will continue to serve as medical director of the Shepard and Enoch Pratt Hospital, and he is also secretary of the American Psychiatric Association (APA). He has written and edited nine books and, before joining Shepard Pratt, was medical director of the APA. Steve Parks has been promoted from senior art director to creative director of Maleson Advertising. Parks will be responsible for the development of creative services, including print and broadcast material. He has more than 20 years of experience in communication arts and graphic design.
KCI Technologies Inc. has promoted H. LeRoy Whiteley Jr. to vice president and chief of the firm's environmental division. Whiteley will be responsible for KCI's sanitary/environmental projects and marketing. Headquartered in Towson, KCI Technologies Inc. is an engineering and architectural firm with over 500 employees and 13 offices in five states.
* The Bendix Field Engineering Corp. (BFEC) Employees Association has elected Valeria Ringgold-Rich as president for the 1991-1992 year. The association meets monthly during the year to provide a forum for employees to share opinions. Headquartered in Columbia, BFEC employs 7,500 at 120 worldwide locations.
R. Stephen Carroll has been named an associate of the law firm Levan, Schimel, Belman & Abramson, and he will work in the firm's business section. Carroll is a graduate of the University of Maryland and a graduate of the Georgetown University Law Center. He is a former associate of the law firm Reed, Smith, Shaw & McClay of Washington.

Cindy Kohls has been named director of operations for the swimming pool division of Hohne Pool and Spa Center. Kohls will be responsible for all installations and services for new pools. Previously, Kohls served as supermarket specialist for Atlantic Equipment Co. in Baltimore.
* Pierce B. Dunn and Daniel D. Keiser have acquired and will manage the John J. Heyn Co., Maryland's oldest residential and commercial building inspection company. Dunn, a member of the Maryland Bar Association, was formerly president of the Kirk Stieff Co. Keiser has been a professional inspector for the Heyn Company since 1989.

The World Trade Center Institute, a private, non-profit organization devoted to assisting companies in the Baltimore-Washington region to develop international business, has named new directors to its board: Dr. James J. Albrecht, vice president and managing director of the International Group of McCormick & Co. Inc.; George Beall, managing partner of the Baltimore office of the law firm of Hogan and Hartson; Peter A. Bowe, president of the dredge division of the Ellicott Machine Corp.; James T. Brady, managing partner of the Baltimore office of Arthur Andersen and Co.; Robert G. Neubert, managing partner of Ernst & Young's Baltimore office; and William H. Sirota, chief operating partner and chairman of the International Law Group at the law firm of Frank, Bernstein, Conaway & Goldman.

Jack Gilmore, former vice president of sales for WBAL-TV, has announced the opening of his full service advertising and marketing agency, the Gilmore Marketing Group. Gilmore, a 20-year veteran with the television station, brings extensive advertising and marketing experience to the new venture.

Edda Budlow has joined Hopkins-Lull Associates, a Baltimore personnel consulting firm. Budlow previously worked as an office administrator with Hogan & Hartson for three years, and her present responsibilities include permanent placement of secretaries/support staff specializing in the legal field.
Admiral Envelope & Printing Co. has named Wayne Kehs employee of the month for the second time this year. Kehs has worked as a pre-press specialist at Admiral for one year. A recent graduate of the Catonsville Community College print program, he earned the company's October award for trying to rise professionally from a trainee position while "continuing to learn on the job."
