Earlier this week, President Bush said that America's education system was failing and that "we must blame ourselves for betraying our children." More specifically, he said that parents must take the blame for declining test scores and said that parents expect too much of teachers.

His America 2000 proposal for improving schools calls for voluntary national examinations, national standards, school "report cards" to measure results, experimental schools and greater involvement by business leaders. Bush also wants parents to have a choice in selecting schools, public or private.
