Louis Manzo, a Baltimore businessman, has found the anchor tenant he has been seeking in order to start work on a $7 million to $8 million shopping center on the site of the former Greenspring Dairy plant in north Baltimore.
A&P;, based in Montvale, N.J., leased 40,000 square feet at 1020-1040 W. 41st St. for a Super Fresh grocery store, according to Donald Dietz, a leasing agent with Hicks & Rotner. The site is at the junction of several neighborhoods, including Hampden, Roland Park and Hoes Heights.
Super Fresh was the tenant Hicks & Rotner has been waiting for to lease the remaining 30,000 square feet of retail space to small shops and restaurants. Tentatively called Greenspring Center, the project will be several blocks from the Rotunda shopping center on West 40th Street.
"We have a lot of letters of intent out, but nothing signed" besides the grocery store, Mr. Dietz said. "We were holding out until we had an anchor tenant."
Baltimore's Planning Commission earlier this year approved final plans for the project, which has drawn opposition from some community residents and praise from others.
Last month, residents of the Hoes Heights Improvement Association expressed concerns to their City Council members and other city officials about the deteriorated state of the vacant dairy, saying they believe it has become an eyesore.
They also said that Mr. Manzo has not lived up to his promise to landscape, light and maintain the 7.6-acre parcel according to a planting and maintenance plan developed earlier this year.
