Lynn T. Anderson has been promoted to vice president of Atlanfed Service Corp., a subsidiary of Atlantic Federal Savings Bank.

* Signet Bank has named Frances B. Brookner a vice president in the commercial real estate division, where she serves as head of the bank's commercial construction loan administration and risk management area for Maryland and Washington. Previously she was a vice president and chief financial officer of Eastbild Inc. in Washington.

Leonard B. "Bill" Rowles Jr. has been given an honorary membership in the American Institute of Certified Public Accountants in recognition of his 40 years of participation in its activities. He is one of the founders of Rowles & Co., where he continues to serve as tax services partner.

* Michelle Bold has been promoted to the supervisor level at Katz, Abosch, Windesheim, Gershman & Freedman P.A. She specializes in corporate taxes.

Kieyasien K. Moore has become an associate attorney with the firm of Stein, Sperling, Bennett, De Jong, Driscoll, Greenfeig & Metro P.A. He specializes in corporate and commercial transactions. He has experience in asset-based financing transactions and leveraged and management acquisitions.

* Edward N. Leavy, a specialist in immigration and naturalization law, has joined the Baltimore-Washington firm of Frank, Bernstein, Conaway & Goldman. He will be based in Washington.

* Jeanne B. Gardner has become a member of the firm of Goodell, DeVries, Leech & Gray; Toni-Jean Lisa, Alan S. Macdonald and R. Steven Redding have become associated with the firm.

Dr. Larry Holder has been elected president of the Maryland Radiological Society. He is a senior partner in the radiology group of Drs. Schultze, Snider and Associates. The society, with 450 members statewide, is a chapter of the American College of Radiology. Holder is chief of radiology at the Children's Hospital and Center for Reconstructive Surgery and director of nuclear medicine at Union Memorial Hospital.

Roger Lyons, president of the Baltimore Urban League, Rosalie Streett, executive director of Friends of the Family, and Sylvia Canon, executive director of the Human Services Program of Carroll County Inc., have received United Way Community Services' Awards of Distinction. They were honored for excellence in nonprofit management.

Nikki M. Eskow has been promoted to director, public relations and editorial services, for CSX Intermodal. She will direct the company's media and community relations activities throughout the United States. A unit of CSX Corp., the company offers intermodal rail and truck services nationwide.


EA Engineering, Science and Technology has appointed Charles G. Roberts manager, underground storage tank programs. He has directed projects involving more than 3,000 underground storage tank systems at more than 200 sites nationwide. Roberts, who has expertise in hazardous-waste management, will head the company's new office in Florida as part of a strategy to expand the client base.


GRAFCO Inc., a plastic and metal packaging design manufacturer, has named Barbara Borowski northeast regional sales manager. She will be primarily responsible for new business development of the biaxially oriented PET (polyethylene terephthalate) containers made by the company. She has 20 years' experience in the plastics industry.
