James Rouse's Enterprise Development Co. is part of a team that has been selected to build Laganbank, a $200 million mixed-use complex that would be the largest single construction project in Belfast in Northern Ireland.
Laganside Development Corp., a public development authority in Belfast, announced the selection of the consortium yesterday. Enterprise's partners include O'Hare & McGovern Ltd., a general contractor and developer from Northern Ireland, and Ewart PLC, a commercial developer from Belfast.
Plans call for Laganbank to include 425,000 square feet of office space, a 90,000-square-foot festival market, an "international class" hotel, a small marina, a concert hall, a youth hostel and parking for 1,500 cars.
The site is a 14.5-acre parcel on the bank of the Lagan River. The first phase of construction is expected to begin in 1992, with completion of the entire project in four years.
"Laganbank, our first project in Northern Ireland, will help contribute to the ongoing renaissance in Belfast -- a renaissance our two partners have helped engineer," said Mr. Rouse.
"Enterprise has made a name for itself in the United States and overseas for functional and innovative real estate projects," said Derek Tughan, chairman of Ewart. "We look forward to the opportunity to pool our collective talents."

* The Cordish Co. has acquired the Joppatowne Plaza Shopping Center at Pulaski Highway and Joppa Farm Road in Joppatowne from the now-defunct Epstein's department store chain. South Charles Realty assisted in the acquisition. Anchors of the 132,000-square-foot center are an A&P;/Superfresh Supermarket, a Rite-Aid drug store and a Ben Franklin variety store. Cordish, which now owns 16 shopping centers and controls 3 million square feet of office and retail space in eight states, said it plans to renovate the Joppatowne property "aesthetically and tenant-wise."
* NCNB National Bank of Maryland purchased an 11,000-square-foot, three-story building at 32 W. Pennsylvania Ave. in Towson. Richard Blue of Casey & Associates represented the buyer, and the Resolution Trust Corp. represented itself as the seller.
* A 5.26-acre parcel at 11310, 11318 and 11404 Reisterstown Road in Owings Mills will be sold at a public auction on the premises July 23 at 2 p.m. Baltimore County has approved plans for the L-shaped property to be developed as a car dealership. A. J. Billig and Co. is the auctioneer.
* Construction began recently on a 10,000-square-foot office and warehouse for Chesapeake Associates Enterprises Inc., a parts supplier to the U.S. Department of Defense. The facility will be in the Forest Hill Business Center in Harford County. Gast Construction Co. is handling all construction.
