Delmer D. Hamm, 50, was charged June 23 following a two-month surveillance of a Havre de Grace marijuana field by the Harford Joint Narcotics Task Force.

Hamm, who has no fixed address, was charged with manufacturing marijuana and carrying a handgun while trafficking drugs, the task force said. He is being held at the county Detention Center on $500,000 bond.

Since early May, task force investigators were keeping 24-hour surveillance on the marijuana plants to find the cultivator, police said. The field is in a heavily wooded area in the 1800 block of PulaskiHighway.

Officers arrested Hamm after he entered the field carrying a large bag, police said. He was carrying a loaded .25-caliber handgun at the time of the arrest.

The task force seized 139 marijuana plants in the field. One plant yields about one pound of marijuana,which has a street value of about $1,500.


Jimmy D. Nelums, 20, of Havre de Grace, was charged June 21 with attempted murder and battery for a May 24 stabbing in Belcamp, the county Sheriff's Department said.

Nelums is accused of stabbinganother man with a paring knife as the man got out of his car in a parking lot on Mayberry Drive, police said.

The victim, who suffered minor injuries, was treated and released at Harford Memorial Hospital. Nelums was identified by the victim and a witness during a line-up of pictures, court records say.

Nelums is being in the DetentionCenter without bond. He is scheduled for a Harford District Court hearing on July 29.

Unit block Bel Air South Parkway: $369 was stolen froma cash register at the Hard Times Cafe at the Festival at Bel Air shopping center June 18, the Sheriff's Department said.

2300 block Shoreham Court: A portable telephone was stolen from a vehicle June 12, the Sheriff's Department said. Two windows were damaged during the burglary. Loss totaled $450.

200 block Foxhall Drive: A 1988 Jeep worth $13,000 was stolen June 10, the Sheriff's Department said.


3600 block Conowingo Road: A generator and saw, worth $2,225, were stolen from a truck June 11, the Sheriff's Department said.


1800 block Eloise Lane: A 1977 Lincoln containing a rifle, handgun, fishing equipment, clothing and two mounted fish, wasstolen June 12, the Sheriff's Department said. Loss totaled $3,230.

1800 block Pulaski Highway: A $1,180 camcorder was stolen from a car June 7, the Sheriff's Department said.
