Kelly Seal, a sophomore at South Carroll High, was recognized by Gov. William Donald Schaefer as the overall most improved Maryland's Tomorrow student in Carroll County.

One student is selected from eachcounty based on attendance, grades, attitude and general improvement.

After graduating from high school, Kelly hopes to attend college and become a zoologist.
