The Carroll school board and the association representing clerical and secretarial workers have reached a tentative contract for fiscal 1992, which begins July 1.

The board and the Carroll Association ofSchool Employees, which represents about 200 clerical and secretarial workers, assistants and licensed practical nurses, resolved an impasse Friday after meeting with a mediator from the American Arbitration Association.

Both sides declared an impasse in May after failing to agree on several issues, such as the board's proposal for a smoke-free workplace and the association's request for the district to allow workers to use sick-leave days to care for family members outside of home.

The agreement with CASE means the board has reached tentative contractswith all of the five associations representing school workers.

The school board and the Carroll County Education Association, which represents about 1,300 teachers, reached tentative agreement last week.

Both unions are meeting with their members to ratify the contracts.

In resolving the impasse, CASE agreed to accept the smoke-free workplace proposal, which will ban smoking in all school facilities, beginning July 1, said C. Steven Bittner, CASE


The acceptance of the smoke-free workplace proposal by all five associations makes Carroll the first school district in the state to successfully negotiate that type of policy by contract, said William H. Hyde, Carroll's assistant superintendent of administration.

For its part, the Board of Education agreed to put specific language in its contract with CASE regarding how workers will be reimbursed for use of personal vehicles for business purposes, Hyde said.

Bittner said the board agreed to allow workers to take a fifth personal day to care for family members.

He said the board also made a commitment to CASEthat it would consider the association's proposal to allow workers to use sick leave to care for family members outside the home.

Under existing contract, which expires June 30, workers may take up to four sick days to care for family members at home.

"The board has been compassionate about other things recently," Bittner said. "It needs to be concerned about this kind of issue, too."
