Noxzema Award. Teen-age girls in junior or senior high school who do volunteer work are eligible to win the Noxzema and Teen magazine award of $10,000, to be divided equally between the winner and the charity of her choice. Child Abuse Prevention Center volunteers are sponsoring a series of private parties in a summer-long fund-raising effort. Called "Little Fetes," volunteer hosts invite friends. The committee provides invitations and the recommended donations go to CAPC. The non-profit agency helps children in the city and five surrounding counties. United Way provided regional substance abuse prevention and treatment to 38,271 people in 1990, an increase of 19.5 percent over 1989, according to James T.
