Thomas R. Fennell

Thomas R. Fennell, a retired highway maintenance foreman for Baltimore, died Tuesday at Maryland General Hospital after a short illness. He was 69 and lived on Milford Avenue.

Services for Mr. Fennell will be held at 10:30 a.m. tomorrow at Shiloh Christian Community Church, 2500 W. Lombard St.

He retired about three years ago, having gone to work in the city's Public Works Department about 40 years earlier. Born in Rose Hill, N.C., he had worked in a Civilian Conservation Corps camp before coming to Baltimore.

His first wife, the former Mary Elizabeth Johnson, died in 1966, and his second wife, the former Lillian Hedgepath, died in 1987.

He is survived by three sons, Andre, Jerry and Jeffrey Fennell, all of Baltimore; three daughters, Darlene Westbrook, Bernadette Jones and Barbara Fennell, all of Baltimore; a brother, William Diamond Fennell of Rose Hill; 10 grandchildren; and five great-grandchildren.
