The Baltimore Symphony Orchestra has announced a five-concert 1991-92 series designed to draw more black subscribers and build on a similar program that attracted 300 new subscribers this year. Subscriptions are discounted almost 25 percent and range from $85 to $105. The artists for the five "Classically Black" programs, except for the Harlem Boys Choir appearance at 8 p.m. Feb. 22, 1992, were previously announced. The other concerts feature singer Johnny Mathis, pianist Andre Watts, soprano Harolyn Blackwell in Haydn's "Creation" and the world premiere of "Folksongs for Orchestra" by the African-American composer George Walker. "Now, therefore, I, Kurt L. Schmoke, Mayor of the City of Baltimore, do hereby proclaim June 3, 1991, as Julio Iglesias Day in Baltimore, and do urge all citizens to join in this celebration." At the request of local Julio Iglesias fans headed by Bonnie De Trillos of Baltimore, Mayor Schmoke has issued the above proclamation. The Iglesias admirers hope to present the proclamation to the Spanish international singing star after his performance at the Merriweather Post Pavilion at 7:30 p.m. Monday evening. "I was introduced to Spanish music at an early age," says De Trillos, 41. "I really appreciate it. I feel Julio's romantic style and heartfelt lyrics have touched the world." According to Diane Bell McCoy, Director of Public Affairs for the Mayor's Office, the issuing of proclamations is a common practice. "But proclamations are not just for entertainers and visiting dignitaries. We also receive requests for proclamations from people in the community who want to celebrate the achievement of friends or family."
