Harford County Executive Eileen M. Rehrmann prevailed in a budget scuffle with County Council President Jeffrey D. Wilson, as the council passed the executive's fiscal 1992 spending plan largely intact.

The council voted 6-1 Tuesday to enact Rehrmann's $174 million operating budget for the fiscal year beginning July 1. The budget, which does not change the current property tax rate of $2.73 per $100 of assessed value, represents a 4 percent drop in spending from this year.

"In a nutshell, the budget was adopted as submitted," said Larry Klimovitz, the county administrator.

Wilson, a Republican serving his first full term, has often accused Rehrmann, a Democrat also serving her first term, of being unwilling to negotiate fairly with him.

Wilson's main beef with the budget was Rehrmann's move to set aside $6.3 million as unappropriated money to protect the county's bond rating.

"Clearly, the holding out of the $6.3 million . . . is contrary to the charter," Wilson said yesterday. All money should be appropriated for something, he maintained, adding that he did not believe the surplus was required to protect the bond rating.

"A county government . . . should not have money under the mattress," he said.
