The County Planning and Zoning Commission approved plans Tuesday forthree adjoining projects that could add 536 dwelling units in Eldersburg, including Carroll's first development featuring town houses outside municipal borders.

The proposed developments are slated for the Freedom District, where a building moratorium is imposed because the sewer system is at capacity.

Expansion of the Freedom Waste Water Treatment Plant is to be completed by fall 1992. That means new homes won't be built until spring1993 at the earliest, even if final plan approval comes sooner, saiddeveloper Martin K. P. Hill.

The commission approved a revised preliminary plan for Eldersburg Estates, a proposed 80-acre, 210 single-family home development north of the Springfield Hospital Center grounds, east of Route 32 and south of Route 26. The developer is Blevins-Hill Inc. of Manchester.

The commission also granted preliminaryapproval to two other projects planned for the area -- Benjamin's Claim, another Blevins-Hill development, and Hunter's Crossing, proposed by a Howard County-based partnership.

All three projects -- except for the Eldersburg Estates section already approved -- still must go through the county's final plan review process.

Benjamin's Claim is proposed as a Planned Unit Development -- a single project that allows a mixture of single-family homes, town houses and apartments -- on a 27-acre parcel adjoining Eldersburg Estates to the northwest. The project would include 58 single-family homes, 48 apartments and 36 town houses.

A PUD -- the only zoning classification that allowsconstruction of town houses on county land -- never has been built outside municipal limits, said Frank Schaeffer, chief of the bureau ofdevelopment review.

Hunter's Crossing, another PUD proposed to the northeast of Eldersburg Estates, would include 112 single-family homes and 72 apartments on 59 acres.

The commission first approved apreliminary plan for Eldersburg Estates in 1979. The county has approved construction of the first 50 houses, once the moratorium is lifted. The project has been delayed because the developer had to purchase several nearby properties in order to extend MacBeth Way to Route 32, said Hill.

MacBeth Way will be the only major connector road serving all three proposed subdivisions, linking them directly with Route 32 and indirectly with Route 26. Blevins-Hall and Hunters CrossingLimited Partnership have agreed to finance the extension.

Once extended, Georgetown Boulevard will link Hunter's Crossing with Route 26.

County officials expressed concern that the extension of MacBeth Way would be interrupted for about 200 feet between Hunter's Crossing and Benjamin's Claim by another privately owned property.

Hill said he expected that the road ultimately would go through.

"You're getting too much into the economic side of it," Hill said.

County officials also suggested that Blevins-Hill consider including a second access road connecting the major state highways to its planned developments.

Hill called the idea "ludicrous," saying the developments will be served by a "major collector street" and the plan for thejoint projects was established years ago.

The commission decided not to delay the projects to address those issues.
