Edward Utz, of Bel Air, has been named chief clerk of administrationof the District Court of Maryland Headquarters in Annapolis.

He will be supervising the day-to-day operations of district courts all over the state.

Utz was with the Harford County Circuit Court and District Court prior to his appointment as assistant chief on the court system's central administrative staff in Annapolis in October 1986.
