Optelecom Inc.

This Rockville-based developer of fiber optic devices posted a first-quarter profit of $3,377 on revenues of $1.1 million for the quarter that ended March 31. That's an improvement over last year, when the company posted a $71,652 loss on revenues of $1 million.

A company spokesman said that first-quarter figures reflected an improvement in government spending for research and development projects, which directly affected the Rockville firm.

Optelecom, whose stock is traded over the counter on NASDAQ, sells fiber optic devices to a range of commercial and U.S. government clients.

PharmaKinetics Laboratories

The continuing grand jury investigation into possible improprieties by generic drug testers, including PharmaKinetics, contributed to a $538,000 quarterly loss for the Baltimore-based company.

PharmaKinetics, which filed for Chapter 11 bankruptcy protection and reorganization in November, said sales have plummeted because of the investigation, which has also involved some of the company's clients.

V. Brewster Jones, PharmaKinetics' president and chief executive officer, said that the company is awaiting court approval for a new agreement with its major secured creditor, Maryland National Bank, that will allow PharmaKinetics to use its available cash as long as it maintains minimal levels of collateral.

Besides canceling a stock purchase agreement to conserve cash, Mr. Jones said that the company is also trying to reach an agreement that will resolve the federal investigation.
