The leaders of the Howard County teachers' union, angry because the county executive and council denied them pay raises, are recommending that their 2,700 members stop volunteering for after-school meetings and activities.
The move would cramp teacher participation in PTA meetings andalmost halt parent-teacher conferences and activities such as science fairs, according to Jim Swab, president of the Howard County Education Association. Mr. Swab said yesterday that the recommendation was approved Tuesday by a voice vote of about 100 association representatives and that teachers at "a dozen schools" were drawing up lists to decide what they would not do.
